COST ESTIMATING PHILOSOPHY AND METHODOLOGY

We cannot underscore enough, how vital it is to the success of any design and/or construction project, that cost control be integrated with the design process from the conceptual phase of the job - when ideas and solutions are first being formulated - through to the final construction phase

If appropriate, we would approach a project by providing the design team with a cost model to design to. This model would take the budget and break down by price each category and the elements within each category. This model would also show the percentage of each element and category to the total budget, so if the design team changes something in one category, they instantly know how that change impacts the budget and schedule of the project. The cost model is a fluid document which provides the design team a road map to design the budget of this project. It also educates the users and gives them an understanding as to what to expect with their budget.

Milestone estimates are prepared during each design phase of the project. We obtain our prices by using the actual cost method which we pioneered and have utilized for over 50 years. Every project is approached on an individual and site-specific basis. Along with our data base, material costs are verified by talking with local vendors, local sub-consultants, local contractors and CM's. Labor costs are based on actual labor rates. All of our cost estimates identify cost projections per building for each building at the time of construction. Any necessary reconciliation, bid review and negotiation services are offered throughout the life of the project

We are able to interact in this manner because we are architects and engineers ourselves so we can truly add value and input to the design process with the comfort and security of being cost control experts, aware at all times of where we are within the budget. We pro-actively and continually apply value engineering and life cycle analysis through the design process. We evaluate alternative methods and systems and determine which would be the most functionally appropriate, design appropriate and cost effective method.

We are an extremely computer literate firm. We can scan drawings and quickly track & quantify all design & quantity changes. This is a breakthrough in areas like mechanical/electrical where traditionally certain items were very difficult to track.

This philosophy and unique approach to cost control has led us to a bid vs. estimate track record of 1% to 3% and would ensure your project's being a successful one.

CONSTRUCTION ADMINISTRATION

All FD+CC staff members are experienced with and thoroughly familiar with construction methods and practices including phasing and scheduling. In addition, all have a background which includes project design.

With these skills in hand, FD+CC is able to provide comprehensive constructability reviews of projects. Our analysis is able to pinpoint potential problems including:

  • Availability of materials
  • Conflicts in documents
  • Difficult details
  • Errors
  • Long-lead items
  • Omissions
  • Phasing
  • Scheduling
  • Staging

The result of our constructability review is that these potential problem items are resolved pre-construction, before they become actual problems during construction.

VALUE ENGINEERING

Value engineering is an integral part of FD+CC's services. All major items on projects are subjected to a functional analysis. Following this preliminary step, various alternate systems are defined and then priced. The result is that the system chosen is the most design and functionally appropriate and the most cost effective solution.

FD+CC is also able to participate in  and conduct formal 40-hour value engineering workshops in accordance with the format as defined by the Society of American Value Engineers.

SCHEDULING

FD+CC maintains a staff of experienced schedulers skilled in applying the techniques of network scheduling to construction applications of all kinds. FD+CC has been called upon to review and comment on construction schedules for logic and comprehensiveness. Our schedulers are supported by cost estimators, quantity surveyors, and construction managers with experience in a variety of construction applications for the public and private sectors including infrastructure projects, schools, hospitals, office buildings, and laboratories

The employees at FD+CC customarily use scheduling systems as created by Primavera Systems, Inc. for analysis and display of schedules. We are, however, versed in the application of several other systems, such as Microsoft Project Planner, and can readily adapt our procedures to specific client requirements.

SPECIFICATION WRITING

The writing of specifications is a task that FD+CC is expert in. By coupling our computer capabilities with our knowledge of design and construction materials and methods, we are able to accomplish technical specification writing in a thorough, time efficient manner.

All of our specification work is done in accordance with the standards of the Construction Specifications Institute. We are familiar with many formats including: CSI Format AIA Master Spec U. S. Army Corps of Engineers, General Services Administration, NAVFAC.

Our typical specification tasks include the compilation of outline specifications at the earlier stages of a project and final specifications at the close of contract documents.

CADD CAPABILITY

FD+CC has a unique computer system that enables us to interact with the architect/engineer's CADD system.  FD+CC is able to scan the architect/engineer's drawings and quickly track design and quantity changes. This sets us apart from our competitors and results in significant time and cost savings to our clients. The FD+CC approach is cohesive, thorough, and cutting edge which insures a project coming within budget and on time. Our computer prowess and capability has enabled us to achieve bid vs. estimate results within 1 - 3%.
